Because you cannot do that feature on a stream very easy. You cannot 
fastfarward in a stream since the data has not been sent from the server 
yet. You cannot rewind because the data is typically thrown away after 
being decoded. In theory you could write an mp3 decoder app to do the 
tivo style live pause, or a rewind feature if you cache your stream. 
Most mp3 decoders have a feature to dump the stream to a file, but non 
of them have a live-pause, or rewind feature. At least that I'm aware of. =)
