Mod_perl 1.x isn't supposed to work together with apache 2.x. Are you really sure you are using version 1.22 of mod_perl? If you do in fact have 1.22, my guess is that you are running both apache 2 and apache 1 in parallel, or that your debian version has some strange proxy solution for running both. (I know mandrake used this approach some years ago) Anyway, the compatibility layer is known to not work with really old versions of mod_perl, and 1.22 must be considered really old. My best shot would be to upgrade mod_perl.
