For get gcc you have to install the Apple Developer Tools. Usually this 
are include in OS CD but are available here too (now are called 
Xtools):

With Xtools you have all necessary to compile mod_perl or Apache2.

In OSX are already installed Apache 1.3.29 and mod_perl 1.26. To start 
Apache active "Web sharing" in System Preferences> Sharing menù.
