Re: ILLEGALVAL in multipage and PROGRES

It should only get 999 if not seen at all. If seen but not answered, it 
should get -1. 999 is NOTDISPLAYEDVAL which is globally set in the SURVEY 
tag. If you want the same code for ILLEGALVAL and NOTDISPLAYEDVAL, simply 
change NOTDISPLAYEDVAL to -1.

I'm planning to write better docs for the progress stuff eventually. :-)
