What I see on buster is that I have to edit
my /etc/amanda-security.conf. The relevant line is now:

runtar:gnutar_path=/usr/bin/tar

Which simply points amanda to tar:

root@jhegaala:~# which tar
/usr/bin/tar
root@jhegaala:~# 

Jose, is this a bug in the debian buster packages? Should I file a
debian bug?
