Where does this copy of tar come from?  ("dpkg -S /usr/bin/tar" would
tell you if it's part of a Debian pacakge.)

In my Debian Stretch installation, the "tar" package (version 1.29b-1.1
on the system I just checked) puts the executable at /bin/tar , and
/usr/bin/tar does not exist.  

I don't have a Buster instance running at the moment, but as far as I
can tell from
  https://packages.debian.org/buster/amd64/tar/filelist
(or  the ARM package, for that matter
  https://packages.debian.org/buster/arm64/tar/filelist
), the current version of the "tar" package for Buster (1.30+dfsg-6)
also does not contain /usr/bin/tar ....
