it's more generic, it's for all kind of applications "characterized by 
their need for a set of primitives for monitoring and controlling the 
usage of files that are not adequately provided by standard Unix 
operating systems".

as you can use all POSIX functions as before and just would have to 
use dmapi for special cases where there is no other standarized way, 
like in sparse file handling, the changes in star would probably not 
be too heavy.

can find some sample code and a short overview. Maybe that helps.
