Which icon?

On the bottom of your screen is the taskbar, where you find
a button for each window (visible or not) on the screen. On
your picture there's one called "Session Setup". If you
click on this with your right mouse button a context-menu
will show up, where you can choose "change size". If you
click this with your left mouse-button you can resize the
corresponding Session Setup window by moving the mouse.

Sorry to hear that! But in this case it might be easier to
search for somebody who can actually sit beside you to show
you the basic usage of mate's window managing.
