RM for 3.0.1

We've decided to do a fast release for 3.0.1 to address problems logged in
Bugzilla.

3.0.0 has been getting a lot of use, over 700,000 downloads since release
ten days ago.  This has uncovered problems that did not show up in
testing.  Non-English languages have been a particular bugbear with
Micorosoft us and Apple all making mistakes.  Microsoft appear to have been
distributing buggy Japanese IME that crashes Windows.  The problem goes
away with a subsequent Windows update.  Apple have checkmarks that
disappear in French because of comma being used for decimal points in SVG
coordinates.  We converted to utf8 an already utf8 string, which led to
projects that could be read in English but not in Japanese.

I am aiming for a 17th April actual release.  We have some really good
fixes in the works, actually quite a lot of them, and we want to get them
out there.  Bug 2700 is my biggest worry.  It's quite possible we will
settle for changes that give us more information when it happens and no
actual fix, but we will get the other fixes out there with 3.0.1.  We'll
see.

Huge thanks to everyone who has been working to make moonphase bugs
reproducible.
