What version of Audacity are you using (all three numbers) and where did you get it from? Did you do a fresh install of Ubuntu 16.04 on a fresh partition or upgrade it in place? Look in the folder ~/.audacity-data/ for the audacity.cfg file. In that file, check where your Audacity temp folder is. By default the temp folder is in /var/tmp/audacity-<your username>. In the temp folder, delete any audacity-lock-<your username> file. If that does not help, delete the entire ~/.audacity-data/ folder.
