I don't think that Apple have yet specified exactly what they mean by "reduced level of support" for 32-bit applications. Clearly they are wanting to move to 64-bit across the board, but I doubt that they will completely block 32-bit applications straight away - a lot of professional users of macOS still rely on expensive 32-bit software that they are probably not wanting to replace (and may even replace with Windows or Linux software if forced to change). Audacity already provides installers and ZIP packages for Windows and macOS, and a tarball for Linux. With limited numbers of developers and support people, we are not keen on doubling the number of release versions, so while 32-bit applications work on 32-bit and 64-bit hardware, we will continue to release 32-bit builds. We also don't want to abandon our many users that have older 32-bit machines, but we realise that eventually we will have to switch to 64-bit. When that happens, users of older 32-bit machines will still be able to use previous versions of Audacity, but will no longer be able to benefit from updates. There could be some benefits from building as 64-bit, particularly for people making extremely long recordings (over 12 hours), but there are also downsides, including increased memory requirements, and most importantly, incompatibility with 32-bit hardware.
