Audacity can import MP3 by default. To export MP3s, you need to have LAME installed. See here for more information: http://manual.audacityteam.org/man/faq_installation_and_plug_ins.html#lame On Windows, when a USB audio device is plugged in, Windows will usually set it as the default device for both recording and playback. If you do not want to, or cannot use the USB device for playback, you can tell audacity to use a different output (such as the computer's built-in sound card) by selecting it in the "Device Toolbar".
