I'm working on a php/mysql program to do something like this.

The biggest trick is in dealing with instruments that use different sets of
parameters, but its possible to store motifs in one table and then have
parameters in another and use php (or perl or python) to combine parameters
and motifs dynamically, and then spit out a csd file to the browser.
