Two disclaimers:
    1. I'm catching up on the list, so it's possible someone else
already addressed this. If so, consider this my +1 vote. ;-)
    2. I haven't used TagScanner in a loooong time so it might cover
the exact same use case I describe below.

For the above scenario , Mp3tag has a very nifty feature I use all the
time: you can simply look up the album title on Discogs and it will
pull in all the metadata - even if track lengths do not match.

An aside: IMHO, discogs.com is simply the best free tag source
database out there. freedb.org and musicbrainz.org are fine, but very
spotty compared to discogs.com. Never used commercial ones (e.g.,
Gracenote) so your mileage may vary.

They do but it's not strictly necessary, see paragraph above.

Never used Tune Up but if it's based on simple heuristics (e.g.
detecting leading digits as track numbers, hyphens as field
separators, etc.): Mp3tag can do the same with some very simple
parametric expressions. But I assume TagScanner can do the same.

See above - Mp3tag and (again, I assume) TagScanner can do both.
