I use VLC for all my audio and video playback. It works with almost every format that audio and video comes in.
The feature I use occasionally that relates to this discussion is afeature under tools. If you play a song in VLC and go to tools, you will have a choice of 'Media Information'. You will find a button on that page marked 'Fingerprint'. If you click on that button it will go out somewhere and show you a list of artist and song that fit the profile. It is very good at finding newer stuff that is available on CD.
If you choose one of the options, it will fill in the ID3 taginformation for you. It is not very good on older music. I have a lot of big band music and other music from the 1940s and 1950s that it has a problem finding a match. I suspect that the problem may be that the music might have been recorded from records or tapes and thus aren't in whateverdatabase they check in.

I know nothing about Tagscanner - I've never even heard of it before -
but what you ask above isn't quite what Mp3tag is about. Mp3tag lets you
edit tags. You can take information from file names and paths and insert
it into embedded tag fields. You can reformat existing tags, or transfer
tags from one field to another. You can do all these as mass operations
on many files at once. It's very powerful... but to take full advantage
of that power you have to understand things like variables and regular
expressions.

Yes, Mp3tag will happily use that file information. While it can
retrieve tag info from places like amazon.com, that takes some manual
intervention and isn't suitable for mass tagging operations.
You should try it out and see if it does what you want. It's free, so
there's nothing to lose but much to gain.
