Are you set up in Windows 10 as having Administrator rights or as a
general user? There are very few locations on a Windows 10 system where
you can't execute a program, though there are many locations that you
can't write to without jumping through some hoops. In this case I would
move the FLAC executable to a place on your hard disk that you are
certain you have write and execute permissions, adjust the command line
in EACs options, and try again.
