My guess is that EAC runs  (in this case ) flac.exe   directly, so there is
no issue with the
command processor  attempting to scan the command line for escape
characters --

In my case, I am writing script that run via the command processor so any
text on the
command  line is subject to replacement ---

its a small price to pay to post process my output with a tag editor
using  this great  program EAC.   Thanks
