The internet and just about every worthwhile service spawned from it came from people looking to make money and investors willing to risk their own capital on the chance of doing so. I don't know what cockamamie universe people live in where they think others can afford to invest their blood, sweat, and tears into producing something for others in return for jack squat. Somebody has to be making money so those people can eat and have a place to live, and if it's not them then who is it? If there were such regulations no sane person would create the service in the first place. Why on earth would you create something that did nothing for you except open you to punitive legal action? Yahoo doesn't owe you or anybody else anything. We were using their servers and resources for free and now people want to complain when Yahoo doesn't want to pay our way any more. Why does Yahoo owe it to us to keep paying for our use?
