Shutting off the Cursor's Global Track Functions

I'd like to shut off some of the cursors extra functions
in the Globe Tracks

1) it auto scrubs (starts playing in tempo) when I click and hold
in the measure/beat/division area 

2) It Zooms the timeline if I click and drag down

I'd love to just stop that from happening 
I'd love to just shut those functions off

Is that possible?
