It takes a double-click to do that while the Transport
is in STOP mode.   But in PAUSE mode, a long-click
does indeed scrub quickly.

What other function do you need to do that requires
a click-drag from the timeline?

Or are you simply accidentally doing that a lot
and don't want the zoom?
