NTSC to PAL

Hi everyone....
nedd a tip... i got a track done for an NTSC movie.
now the guy  asked me to turn this file to a PAL file....
i read that i'm supposed to speed up of 4,1 %.. that's fine... but there are any other ways?
i've tried to turn the project settings from NTSC to PAL.. but the file has not changed...
any help?
