There's no such thing as an NTSC or PAL (or SECAM) audio file.  
This has to do with video frame rates.

You just hand over an audio file.  They may
want a different sample rate, but that has nothing
to do with frame rates.  If you convert to a new
sample rate, the timing of the audio will naturally
still be identical.

Why do they want you to speed up your audio?

When you change the frame rate in Logic, that only has
to do with the Time Code readout (they call it SMPTE in
Logic, although that term is both too specific and too vague
at the same time!).
