I experienced the same problem, and despite my best
efforts, never found a solution ON THAT COMPUTER.
I luckily didn't scratch the CD with the endless
cleaning the program always recommends. Is your
install disc blemish free?
Another issue for me was multiple CD drives I had. I
believe if you use one CD drive to install the program
the first time, the program will always look for that
drive for the authorisation disc. There might be a
trip-U-up clause to prevent alternate drives or
virtual drives or something. Just a guess on my part.
Try another pc. 
I changed to an old beige G3 which was almost free,
and another kind of interface which wasn't, and
continued working with no problems at all for a couple
of years.
Once I'd rebuilt my troublesome PC, the
re-authorisation worked fine, and still does.
If there is anybody out there who could bypass this
pointless ritual, they would qualify for a free cup of
tea every day for the next ten years. No home
deliveries, collection in person only. :}
