RMS meters

On the subject of the time setting for rms_new - shouldn't that be based
on a number of samples instead of a fixed time?  Right now I'm testing
it with 1000 samples and it looks pretty good (0.022 seconds).  The way
I set it is in process_init I divide 1000 by the sample rate and use
that as the time value in the rms_new calls.  If we just set a time
value like 0.05 we'll be computing the RMS on 2205 samples when we're
running at 44100Hz and 4800 samples when we're running at 96000Hz.  Or
am I just confused ;-)  Also, if this is the correct way to do this,
should I make the value a preference?
