Please post examples of first-generation (not transcoded) LAME-encoded MP3s 
with this problem. If you don't have the original lossless files to make the 
MP3s from, feel free to use a non-destructive trimmer like mp3DirectCut to cut 
the existing MP3 down to just a very short clip demonstrating the issue.

But if these are MP3s you are finding in the wild, just assume they have been 
transcoded. There are many people who heard somewhere that high bitrates and 
LAME are better, so they take their poorly encoded MP3s and foolishly try to 
"upgrade" them by running them through LAME, but of course that only degrades 
the sound further, and it results in a LAME-encoded MP3 that is completely 
misrepresentative.
