Initial Comment:
It's not possible to add TXXX (user defined text information) ID3v2 frames via the LAME command line.  See the following Hydrogen Audio discussion:

A TXXX frame has an identifier of TXXX, with a description and value separated by a $00 byte.

My suggestion is to add a -tx option with the same syntax as -tv.  Instead of creating a frame with identifier 'Description', this would create a TXXX frame.

--tx "<Description>=<Value>"
