Summary: id3tag_set_fieldvalue for URL link frames Broken

Initial Comment:
According to http://www.id3.org/id3v2.3.0 , URL link frames do not have a text encoding byte so when using id3tag_set_fieldvalue(gfp, "WOAR=http://ww.example.org") the ID3 frame is one byte too long and unreadable by other software.

Message:
Josh, the id3tag_set_fieldvalue function was intended to add TXXX frames
only.
So, the frame ID test was buggy.
I've made it aware of WXXX frames too, so current CVS should do what you
want it to do..
