bug report submition?

I can find no other method to attempt to submit a bug so this; The enclosed mp3 I think was encoded by mpglib.dll and will play on mpglib.dll. But it is not recognized by Lame so it fails on many mp3 players such as Audacity and Vic. Anyone interested in why?
