LAME is able to decode your file quite well:

C:\LAME>lame --decode "The Night Owl, .mp3"
input:  The Night Owl, .mp3  (44.1 kHz, 2 channels, MPEG-1 Layer III)
output: The Night Owl, .wav  (16 bit, Microsoft WAVE)
skipping initial 529 samples (encoder+decoder delay)
Frame#  1317/1318   128 kbps
