Updating the TODO file

Hello, people

While looking at the new SVN repository files (great work by Alexander BTW!), I noticed the TODO file hasn't been updated in more than 10 years (except for some quick changes to improve formatting in grammar by yours truly), and it's becoming quite embarassing, with entries such as:
97. Integrate plusV extensions

I imagine most of the entries there have already been implemented or don't make sense anymore. Maybe someone with better knowledge of the insides of LAME can take a look at it and do an overhaul? Robert?
