I guess that's a hen-and-egg problem here: There is no mpg123 release 
yet that LAME could get built against in order to test the changes that 
you proposed for LAME to build against mpg123.

You probably better just make facts and present a mpg123 release with 
all the API changes that *you* (I mean, who else would be in a position 
to judge about this) consider necessary to build LAME against it instead 
of mpglib.
