You can read all about it here: http://www.musicbrainz.org/news/20040724-1.html Probably the most important change in this release is in the way that editing and voting work: previously a change could hang around awaiting approval for as long as it took (which was often several weeks, but could be much longer); now, the maximum length of time a change will remain pending is just 1 or 2 weeks. Consequently the number of pending changes on the system has, at a stroke, approximately halved. As well as that change, there are a number of other enhancements (e.g. to FreeDB imports) and bug fixes. Read the change log, at the above URL, for all the details.
