The former, I wasn't paying enough attention... Sorry.

I seem to remember having a bad experience with ShiftJIS a few years
back, trying to fix a long, baroque perl script where all the
comments were in Japanese (using ShiftJIS as the charset) on an
iso-8859-1 terminal.....
