libicu-dev needed?

hi devs,
minor thing but is libicu-dev still needed for building sc as stated in README_LINUX.md?
on raspbian (debian stretch) it builds fine without plus i can't find any fault with the resulting install.  nothing i tried indicates there's a missing library.  i assume it has something to do with unicode support so i tried loading documents and sound files with special characters, checked the japanese tutorials in scdoc etc. but found no issues.

also in the same readme file...
"The recommended version of gcc is 4.8"
is this still the case?  sounds a bit outdated and shouldn't we remove this recommendation.  for the raspberry and beaglebone (both debian stretch) the gcc version is now 6.3.0.
