building cvs: problems with libintl

I'm not entirely sure why but i can't get the cvs version to compile 
without applying the following patch and doing ./autogen.sh again. Without 
it i get a load of error messages about unresolved symbols. I assume it 
works for everyone else without it, so i just guess my computer is setup 
weird. If anyone could shed any light on this it would be appreciated.
