Try CVS.. it should be up-to-date with the arch/tla branches.
Could you explain what sort of problems you are having with tla?
Where does it fail for you? I may have messed something up.

Unfortunate, but in their eyes necessary as it needs to portable
across a wide range of platforms and compilers.

libmetakit2.4.9-dev on my system
I found it with 
dpkg -S mk4str.h


Are you using a a distribution?   I find the zinf dependencies
incredibly easy to deal with.   On debian it simply

apt-get install libmetakit2.4.9-dev libboost-dev


If you insist on build them by hand, well then you need to follow
the directions.   libboost uses a tool called jam.  Instructions
for building it are one the web site.   metakit uses autoconf so 
you should be alright there.
