Ok, if I run zinf in either LANG=ru_RU.KOI8-R or LANG=ru_RU.UTF-8, I get
stock translation of things like "cancel" and "apply" buttons, and I can
see cyrillic named files.

If I don't install your translation, then everything else is in english.

Now if I manually build a zinf.mo from your .po file, and put it at
/usr/local/share/locale/ru/LC_MESSAGES/zinf.po, I get a neatly
translated zinf (see http://www.nottingham.ac.uk/~enxrah/zinf-ru.png)

If I run in ru_RU.KOI8-R, I just get blanks were all the translated text
would be.

Presumably your other apps run fine in Russian?

hmmm. yes. The build system is definitely broken with respect to the
whole translation business. I will look into it a bit more.
