I got hit by this also, in another project; it's caused by improper
use of tla-cvs-sync; [Kristian: if you directly merge into your master
(i.e. tree that contains {arch} and CVS), the changeset will not be
equipped with a real message. You must *commit* to the CVS branch
first (from another checkout, not the master) and the call
tla-cvs-sync in the master].
