Yeah, this does sound like a good idea, perhaps cscvs or a similar tool 
could be useful for getting changesets from CVS history?

This does sound like it would be a great idea, does such a setup allow for 
changes in the CVS to be automatically synced with the arch archive and 
back again, or would it just be a central arch archive that someone would 
have to manually update with CVS?
