It should be put there by the scripts executed by autogen.sh. It is automatic, not done by you. make sure you have the tools executed by autogen.sh by doing them manually one by one yourself. Either suse's changed how the scripts work (which is how they work for everyone else) or you're missing one of them which is not technically necessary for the creation of the makefiles and configure scripts.
