zinf and utf8

GTK2 uses utf8 when dealing with text. This has two issues for zinf.

1) What encoding are our strings in? 

AFAICT this is currently undefined. I think id3lib has facilities in place
to deal with the different encodings that may be in place in an ID3v2 tag,
but I'm not entirely sure what it spits out by default. I think ID3v1 are
a bit of a mess.

2) At what point do we convert strings to UTF-8 (i.e. do we store UTF
internally, or do we keep them as they are, and convert at output time>)

I think in *theory* we *should* be able to switch to using UTF-8
internally without breaking anything, but I don't know how it will work in
practice. Does anybody know of anything that definitely *wont* work. I
don't know anything about this database business.
