What does this mean...?

I'm running RedHat 9.0 and Kde 3.1..

The following message is printed out each time I start zinf..

-bash-2.05b$ zinf
Cannot create/open a semaphore. Is SYS V IPC installed?

This does not show up when I run zinf as root.. 
I think it's a privilege problem but where do I look??
