Depends on your purpose I guess. I don't *think* it needs to be statically linked, given how wide spread it is (and the fact that it is a system library), but if you are doing it for a tutorial style document, then why not.. The problem is we don't want to send the wrong signals. If indeed gtkmm does NOT need static linking, then it's kind of weird to have a tutorial that explicitly statically links it.
