I tried to create the "autopackage" project on Google Code yesterday.  It
realised that the project already exists on SourceForge and insisted that I
must receive permission from that owner first.

Google Code then sent a permission request to "[email protected]".
Do we know this guy and how long it will take him to grant me the
permission?  His "Developer Profile" page on SF is located here:
https://sourceforge.net/users/hongli/

If he's just some random Chinese guy, who decided to create the AP project
without permission, I can explain to Google Code that the current AP
maintainer asked me to create the project on GC.  Here's GC's final
recommendation, in the case of conflicting projects:

   - If you are the owner of the existing project on another hosting site,
   and you know that the email addresses above are inaccurate, please contact
   us at: google-code-hosting-reservations-/JYPxA39Uh5TLH3MbocFF+G/[email protected]
