Move to Source Forge

I'd like to plan to move the CVS repository from it's current home on the
jacus project server to it's permanent home on the sourceforge site this
weekend.

This would mean a lock down of the repository from say 5pm on Friday to
when the tar file is decompressed by the folks at sourceforge (usually
around 24 hours). As we are in mostly doing planning and experimentation
for release 1.1 at this stage I think this is an ideal time to undertake
this task.
