gettext support can be trivially included by running configure with
--with-gettext (iirc).  It depends on who builds the package, but most
vendors ship pre-compiled php binaries with gettext support enabled.

And the docs definitely indicate in the requirements that gettext is
required, and also tells you how to check whether or not gettext support is
available.

Should be easy.  Just recompile your php sources and change the configure
call.
