Default all users to all projects at their level?

Is there any way to have all users be in every project at their user
level?

I have about 50-75 projects to create with each project having 2-5
categories and 75+ users at different levels.  It will be really tedious
to have to add all 75+ users to at their default access level to all 50-75
projects.
