Thanks for the pointer to the php.ini file. I did check that, and I have my memory_limit parameter set to 128mb. (Was that way when I inherited the box). 

Are there any specific log locations / files I can be looking at for debugging this?

I think your problem is a low value in memory_limit parameter on your php.ini file ( /etc/php.ini ) .
Change the value to (at least) 16M, restart your apache server, and try again.

  Stepping through the installation steps as published in http://www.mantisbt.org/manual/manual.installation.php goes reasonably smoothly. I untarred the package, and performed a chown -R user:user for the MantisDirectory for the user that runs the app. (There is an existing instance in another directory alias, long story.) 

  I get to the point where we are post database configuration. Since there is another instance using the database name bugtracker, we named this one BugSmasher. I click the link to log in and set up accounts and projects which brings me to.
  https://Servername/MantisDirectory/manage_proj_create_page.php

  Which serves up a blank page.

  Any clues how to get past this?

  OS is RHEL 4.7 i386.
