Confused users...

Sigh.  I have some users that get very confused at once the enter an
issue, the project they selected becomes the default.  I guess they
don't notice they have the option to switch from the drop down in the
top right.

Anyway, is there a way to not have the default project change when a
user enters an issue?  I know I can change the code, but would rather
not to make upgrades easier.
