I would actually recommend against this approach because we may remove
files from the source tree between releases. We could also rename files,
move them around and so forth.

Hence I suggest that during an upgrade you create a fresh directory
containing the new version of MantisBT. Then either use a simple shell
script (or manually type commands each time) to create symlinks to the
configuration files you have placed in a directory outside the web root.
